A BILL TO BE ENTITLED
AN ACT
Relating to establishing a grant program to equip motor vehicles
Used by peace officers with certain bullet-resistant components.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter A, Chapter 772, Government Code, is
Amended by adding Section772.013 to read as follows:
Sec.772.013. A GRANT PROGRAM TO EQUIP VEHICLES USED BY PEACE
OFFICERS WITH BULLET-RESISTANT COMPONENTS. (a) In this section:

"Criminal justice division" means the criminal
Justice division established under Section 772.006.

"Law enforcement agency" means an agency of the
State or an agency of a political subdivision of the state that is
Authorized by law to employ peace officers.

"Peace officer" means an individual elected,
appointed, or employed to serve as a peace officer for a
governmental entity under Article 2A.001, Code of Criminal
Procedure, or other law.
(b)The criminal justice division shall establish and
Administer a grant program to provide financial assistance to a law
Enforcement agency to purchase and install motor vehicles used by
peace officers of the law enforcement agency in discharging the
officers’ official duties with bullet-resistant windshields, side
windows, rear windows, and door panels.
(c) The criminal justice division shall establish:
(1) eligibility criteria for grant applicants;
(2) grant application procedures;
(3) guidelines relating to grant amounts;
(4) procedures for evaluating grant applications; and
(5) procedures for monitoring the use of a grant
awarded under the program and ensuring compliance with any
conditions of a grant.
(d) law enforcement agency receiving a grant under this
section must, as soon as practicable after spending the grant
money, provide to the criminal justice division proof of purchase
and installation, as applicable, of bullet-resistant windshields,
side windows, rear windows, or door panels.
(e) The criminal justice division may use any available
Money to implement this section.
SECTION 2. This Act takes effect September1,2025.

Bullet-Resistant Components for Law Enforcement Vehicles, FY2026 | eGrants
It opened on October 15, 2025 and closes on November 20, 2025. It is available to Texas law enforcement.
Available Funding:
State funds for these projects are authorized by H.B. 2217 Section 772.013 passed during the 89th Regular Session and appropriated under H.B. 500 Section 1.34 for Trusteed Programs within the Office of the Governor. All awards are subject to the availability of appropriated federal funds and any modifications or additional requirements that may be imposed by law. The Public Safety Office (PSO) expects to make $5M for FY2026.
Eligible Organizations:
Applications may be submitted by state agencies, units of local government and educational institutions that operate law enforcement agencies employing peace officers under Article 2A.001, Texas Code of Criminal Procedure; including municipalities, counties, independent school districts, universities, federally recognized Native American tribes, and community colleges.
All applications submitted by local law enforcement agencies/offices must be submitted by a unit of government affiliated with the agency, including an authorizing resolution from that unit of government. For example, police departments must apply under their municipal government, and community supervision and corrections departments, district attorneys, and judicial districts must apply through their affiliated county government (or one of the counties, in the case of agencies that serve more than one county).

Applicants must access the PSO’s eGrants grant management website at https://eGrants.gov.texas.gov to register and apply for funding.
